·       St Croix State Forest – Tamarack – Trail rehabilitation (FRTP & Legacy fund match)

 

·       Pillsbury State Forest – Well improvements in camp

 

·       George Washington State Forest – Togo – Trail maintenance

 

·       Minnesota Valley State Trail – Fencing & interpretive signing

 

·       Richard Dorer State Forest

                   o   Zumbro Bottoms Unit – Trail rehabilitation

                   o   Reno Unit – Camping area rehabilitation

                   o   Wetbark Unit – Camping area rehabilitation

 

·       Luce Line State Trail – Trail rehabilitation

 

·       Split Rock Creek State Park – Horse trail development

 

·       Upper Sioux Agency State Park – Trail maintenance

Minnesota Horse Pass

Priorities/Criteria used to Allocate Funds  

  

Background

The Minnesota Horse Pass is required “on land administered by the commissioner, except forest roads and forest roads rights of way.” This includes state parks, state forests, and state trails.  The fees “are appropriated…for trail acquisition, trail and facility development, and maintenance, enforcement, and rehabilitation of horse trails…on lands administered by the commissioner.”

Priorities/Criteria

  1. Protecting Natural Resources (i.e., minimizing erosion and impacts to sensitive natural resources such as streams and wetlands)
  2. Providing Sustainable Trails (i.e., capable of being indefinitely maintained for the intended use)
  3. Rehabilitation of Existing Trails (before new trail or facility development)
  4. Maintaining Trails
  5. Repairing the “worst-first” (this relates to heaviest use and resource factors)
  6. Higher profile, larger projects  (“identifiable” results of the Horse Pass)

  2. Consider some Facility Rehabilitation/Development
  3. Consider Need for Orientation Signage on Equestrian Trails

  1. Consider eligible projects using priorities/criteria
  2. Discussion with Equestrian Advisory Group plus review of written comments
  3. DNR Allocation of Funds
